Mother, armed son accused of attacking off-duty El Paso officer moments after crash

Upon confirming the grievance moratorium for the national convention, I checked the LMOU Implementation timeline and found it conflicted with the convention. Impasse appeals would have been due during the beginning of the convention period and the parties would then in effect lose 2 weeks of time to discuss impasses.
